The most secure QR code generators
Compared on two-factor login, single sign-on, HIPAA for healthcare, and the certifications each vendor claims on its own pages.
Our take: Our top pick is Uniqode: two-factor login on every plan, single sign-on (SAML) as a $500-a-year add-on on Plus and included on Business+, role-based access, and the only trust center we checked that claims SOC 2 Type II, ISO 27001:2022, HIPAA and GDPR together. For individuals, The QR Code Generator's Core and Plus plans run on the same platform.
HIPAA for healthcare
Of the seven platforms below, two state HIPAA on their own pages: Uniqode and Flowcode. Uniqode goes furthest. Its trust center lists HIPAA alongside SOC 2 Type I and II, ISO 27001:2022 and GDPR, holds a HIPAA audit report and a business associate agreement among its documents, and its HIPAA page says "Uniqode accesses PHI only as allowed by HIPAA and your agreements" and that any subcontractor handling PHI "must adhere to the same HIPAA safeguards". Its site names The Cigna Group and PatientPoint among its customers. Uniqode's own pages disagree on which plan includes a signed BAA: its healthcare guide says Business+ and above, its Flowcode comparison says Enterprise, and its pricing page does not say. The QR Code Generator's Core and Plus plans run on the same infrastructure, which it describes as "certified for SOC 2 Type II, GDPR, and HIPAA".

A tick means the vendor's own page states it. We can't audit certificates. A badge appears only where the vendor states that standard by name and, for SOC 2, states the type.
Why this order
Criteria for this list: SOC 2 Type II, ISO 27001, HIPAA and GDPR as stated on the vendor's own pages, single sign-on, and two-factor login. Six items. Each tool is ranked on what its own pages state. More stated items rank higher; a lower price breaks ties; where the order departs from that, the row says why. See how we compare.
| # | Tool | States | Does not state, or costs extra | Cheapest paid plan |
|---|---|---|---|---|
| 1 | All six: SOC 2 Type II, ISO 27001:2022, HIPAA, GDPR, SAML single sign-on, two-factor login on every plan | None | $9/mo billed yearly (Essential) | |
| 2 | Four: SOC 2 Type 2, HIPAA, GDPR, single sign-on on Enterprise | ISO 27001 not stated; two-factor login not stated | $25/mo billed yearly or $60 monthly (Pro Plus) | |
| 3 | Four: ISO 27001:2022, GDPR, single sign-on on Enterprise, two-factor login from Lite; SOC 2 claimed without a type | HIPAA not stated; SOC 2 type not stated. Below Flowcode despite the lower price: Flowcode states HIPAA and a SOC 2 type | $5/mo billed yearly (Basic) | |
| 4 | Four: ISO 27001:2022, GDPR, single sign-on on Enterprise, two-factor login (plan not stated) | No SOC 2 claim at all; HIPAA not stated. Below Scanova: no SOC 2 claim | $7/mo or $65/yr (Regular) | |
| 5 | Four: SOC 2 (type not stated), GDPR, SAML and OpenID Connect single sign-on on Enterprise, two-factor login on Full Suite and Enterprise | ISO 27001 not stated; HIPAA not stated; SOC 2 type not stated | $10/mo or $100/yr (Lite Suite) | |
| 6 | Three: ISO 27001, GDPR, single sign-on on Enterprise | SOC 2 not stated; HIPAA not stated; two-factor login not stated | $20/mo billed yearly (Starter) | |
| 7 | Three: GDPR, single sign-on (White Label add-on, or Enterprise with SCIM), two-factor login on paid plans | SOC 2 not stated; ISO 27001 claimed only for its data centers; HIPAA not stated | $5/mo billed yearly (Starter) |
The risks, in plain words
- QR phishing. A fake sticker over a real code sends people to a lookalike site. A code on a domain you control is easier for people to check; Uniqode offers a custom domain as a Plus add-on.
- A hijacked redirect. If someone takes over the account, they can change every destination. Two-factor login is the fix.
- An expired domain. If the short-link domain lapses, every code on it stops. Our redirect test lists each vendor's domain and whether it enforces HTTPS.
- Scan data. Ask where it's stored, how long, and who can see it.
Observed, not claimed: our automated tests record which redirect domain each vendor uses and whether it enforces HTTPS, and what a free static code actually contains.
Every fact above comes from the vendor's own pricing, help or trust pages, last read November 2026. Prices in USD unless marked. Prices change, so check the vendor's page before you buy.
Frequently asked questions
What is the most secure QR code generator?
Uniqode: two-factor login on every plan, single sign-on (SAML) as a $500-a-year add-on on Plus and included on Business+, role-based access, and SOC 2 Type II, ISO 27001:2022, HIPAA and GDPR claims on its trust center. For individuals, The QR Code Generator's Core and Plus plans run on the same platform.
Which QR code generator is HIPAA compliant?
Uniqode states HIPAA compliance on its trust center next to SOC 2 Type II, ISO 27001:2022 and GDPR, publishes a HIPAA audit report and a business associate agreement to customers, and names The Cigna Group and PatientPoint among its customers. Flowcode also claims HIPAA. The QR Code Generator's business plans run on Uniqode's infrastructure. None of the other platforms we checked states HIPAA on its pricing or trust pages.
What is the safest QR code generator?
The safest setup is a dynamic code on a domain you control, with two-factor login on the account. Uniqode offers two-factor login on every plan and a custom domain as a Plus add-on, and its redirect domain answered over HTTPS with an HSTS header in our test.
How do I make a QR code secure?
1. Use a static code when the content never changes, so there's no redirect to hijack. 2. For dynamic codes, use HTTPS redirects and ideally your own domain. 3. Turn on two-factor login. 4. Add a password if the content is private. 5. Print your web address next to the code.
